
WORKAROUND#1:
1. Close Steam.
2. Press the Windows and R keys from the keyboard to open the Run dialog box and type: steam://flushconfig
3. Click OK.
4. Clear the Steam - Download Cache.
5. Run Steam and test.
Note: This process will not affect your currently installed games.
WORKAROUND#2:
1. Close Steam.
2. Navigate to Steam > bin and copy the steamservice.dll file.
3. Navigate to Program Files (x86) > Common Files > Steam.
4. Paste and replace the steamservice.dll file.
5. Run Steam and test.
WORKAROUND#3:
1. Close Steam.
2. Open the Steam folder.
3. Right click on the Steam.exe application > Properties.
4. Click on the Compatibility tab.
5. Check Run this program as an administrator and click OK.
6. Run Steam and test.
